Description of Work:

Makes sure the staff at the Animal Control Facility abides by all ordinances, laws, and regulations are being followed for the care/containment of the animals located at the facility.

Recommends thorough departmental policies and standard operating procedures that reflect community values, laws, regulations, and professional principles of animal engagement and care.

Establishes effective relationships with animal control officers, animal advocacy groups, and other related agencies.

Develops and implements various public educations programs regarding animal care and County ordinances.

Works closely with Health District Administration to monitor budget line items, purchases supplies and equipment as necessary, insures proper care and maintenance of equipment.

Coordinates with veterinarian services for visits and/or treatment of injured animals.

Makes daily assignments; advises employees how to handle unusual situations.

Coordinates with the public regarding Lost/Found animals, provides information about animals at the shelter, and adoption procedures to visitors.

Completes forms, accepts payments, maintains, and updates information on intake and disposition of animals in the shelter, keeps daily logs of activities and calls.

Participates in keeping records and preparing reports of work activities, ensures accurate tracking of narcotics and other controlled substances, insures accurate tracking of any cash and other financial collections. Makes daily bank deposits.

Responsible for up-to-date maintenance needs on the Animal Services trucks and facility.

Minimum Education And Experience:

Completion of high school or equivalent and four years of progressively responsible secretarial or clerical/administrative/office management experience; or completion of a two-year secretarial science or business administration program and two years of progressively responsible secretarial or clerical/administration, office management experience; or completion of a four-year program in a college or university preferably with major emphasis on coursework in business administration, public administration, or other related field; or an equivalent combination of training and experience.

Necessary Special Qualifications:

Considerable knowledge of County ordinances and related state and federal regulations regarding animal vaccinations, rabies, vicious animals, animal care, adoption, and euthanasia.

Knowledge of Foothills Health District personnel, budgeting, and purchasing policies and procedures.

Knowledge of the application of information technology to maintain records and reports and the knowledge of social media sites to display adoptable animals.

Knowledge of animal breeds.

Knowledge of symptoms of rabies.

Knowledge of the general care of animals.

Working knowledge of breeds of animals to aid in identification of lost pets and to know aggressiveness of breeds.

Ability to deal constructively and tactfully with the public and to maintain composure in stressful situations.

Ability to maintain accurate reports, to develop legal citations and warnings, and to testify in court when necessary.

Ability to train and instruct other employees.

Ability to recognize and deal with sensitive issues and public perception regarding animal care and treatment.

Ability to operate a motor vehicle and have a valid NC Driver’s license.
