Description of Work:

• Performs a variety of tasks to the agency in as much as it is the first contact via telephone by the prospective patient with the clinic. Provides excellent customer/patient services via phone and in person; referring callers to the appropriate departments; making appointments for patients according to established Health Department protocols; assists patients/clients with forms. Checks patients out and collects payment.
• Serves as Deputy Registrar for Vital Records in McDowell County. Serves as the primary contact for CASA (Clinic Assessment Software Application) by contacting families to ensure that babies have received recommended/required immunizations.
• Performs day-to-day administrative functions and general office duties including but not limited
• to copying, filing, faxing, answering phones and data entry, pulls and files mastercards, pulls patient records, clinic records and files lab reports.
• Verifies method of payment for service (Medicaid, Medicare, private insurance, private payee,
• etc.) and collects data and/or payment as appropriate.
• Calls patients daily to confirm upcoming appointment.

Minimum Education And Experience:

High school or GED is required. Minimum of one year of experience working in an office as an office assistant/secretary is required. Previous experience working in a busy medical office setting is preferred; or an equivalent combination of training and experience. Associate Degree in Medical Office Administration, Medical Secretary, or Business Administration is preferred.

Necessary Special Qualifications:

Basic everyday living skills, the ability to understand and follow directions as well as the ability to read, write, add and subtract. Vocational or business skills such as fax machines and computers. The ability to communicate effectively with the public and staff and maintain professional relationships with providers of services. Ability to maintain patient confidentiality.

Description of Work:

• This position functions in all working areas of maternity clinic, i.e., laboratory, nurse interview including medical and reproductive history taking, as well as education, assists M.D. in exam room, writes referrals as needed per order(s) and makes sure patient is scheduled for appointment(s), assists patient when applicable, counsels, instructs and interprets clinical findings to patient.
• Follows and carries out all orders received by M.D. (written, verbal, telephone and fax).
• Assists “in take” with decision making when needed for triage phone calls and/or walk-ins.
• Monitors maternity records and assures knowledge of compliance and audit documentation requirements by reviewing all charting for accuracy and completeness.
• Reviews new (initial) charts after clinic to assure accuracy and completeness and to follow-up M.D.’s order(s) and plan of care.
• Previews active charts for next scheduled clinic visit and ascertain plan of care.
• Reviews active charts after subsequent clinic visit and follows up on M.D.’s order(s) and plan of care. Marks care plan check sheet for next scheduled visit.
• Reviews and signs all maternity lab work and follows-up on abnormal lab results.
• Reviews and signs all MSAPF (Maternal Serum Alpha-fetoprotein) reports and take verbal reports from genetics regarding abnormal results. Notify M.D. of results and make appropriate referrals as ordered by M.D.
• Reviews standing orders and keep current with annual signatures. Revises and make additions to standing orders, as M.D. deems necessary. Advises staff of changes and answers questions regarding program. Writes memo’s to staff and prepares patient instruction sheets and education sheets.
• Works in Family Planning clinic as needed.
• SIDS Counselor
• Assists with BCCCP program/clinic as needed.
• Other duties as outlined in job description.

Minimum Education And Experience:

Graduation from a four-year college or university with a B.S. in Nursing which includes a Public Health Nursing rotation and one year of Public Health Nursing experience; or Master’s in Public Health and graduation from a school of professional nursing and one year of professional nursing experience; or graduation from a school of professional nursing and two years of professional nursing experience including one year of Public Health Nursing experience; or an equivalent combination of training and experience.

Knowledge, Skills And Abilities:

Considerable knowledge of, and skill in, the application of nursing theory, practice, principles, and techniques employed in the field of public health and related programs; considerable knowledge of and ability to apply the principles and practices of public health; knowledge of available resources and organizations and the ability to coordinate these as needed; general knowledge of current social and economic problems relating to public health, including health disparities; ability to plan, coordinate, and oversee the work of others; ability to deal tactfully with others and to exercise good judgment in appraising situations and making decisions; ability to work in partnership with patients and with other service providers to elicit needed information and to maintain effective working relationships; ability to record accurately services rendered and to interpret and explain records, reports, and medical instructions; adequate computer skills to allow communication, patient record documentation, and accessing of information.

A current license to practice as a Registered Nurse in North Carolina by the N. C. Board of Nursing.

Description of Work:

• Care Management for At-risk Children (CMARC) is a population management model: CMARC CM’s refer families to community-based interventions for children to maximize health outcomes for children birth – 5 years of age. The program targets the highest risk and highest cost children for care management.
• The responsibilities of this position are: 1) assess children birth – 5 years of age who are identified as having priority risk factors; 2) be assigned to specific medical homes that serve children birth – 5 years of age living in McDowell County; 3) provide CMARC services based on patient need and according to risk stratification guidelines.
• Identify children at greatest risk through data reports, utilization of risk screening data, provider referrals, and refer to area resources as needed.
• All CMARC documentation is completed on-line in Virtual Health (VH).
• Close collaboration as indicated through phone calls, written updates, and/or office visits with PCP medical homes serving children residing in Foothills Health District.
• Care Managers are responsible to educate families, medical homes and community organizations of the benefits of the program
• Attend staff meetings/In-Services/Webinars/Phone Conferences/Trainings/Community Partner Meetings.

Minimum Education And Experience:

Bachelor’s degree in social work from an appropriately accredited institution; bachelor’s degree in a human services field from an appropriately accredited institution and one year of directly related experience; bachelor’s degree from an appropriately accredited institution and two years directly related experience; or an equivalent combination of education and experience.

Necessary Special Qualifications:

Considerable knowledge of social work principles, techniques, and practices and their application to individual casework group work and community problems. Knowledge of the psychosocial, socioeconomic and behavioral problems and their treatment. Knowledge of governmental and private organizations and community resources. Knowledge of laws, regulations and policies which govern the program. General knowledge of medical terminology, disease processes and their treatment is required In certain programs or settings. Description of Work:

• This position provides oversight in the development and implementation EMR (electronic medical record) for the District Health Department. It provides direction and leadership with partners both internally and externally in the ongoing Health Information Exchange System.
• Enters encounter forms for services provided in CureMD system. Runs reports to assure that ll claims are filed and paid. Maintains billing/denial history files. Runs monthly self-pay client billing in CureMD system. Verifies accuracy in patient billing in CureMD system and corrects errors as needed.
• Responsible for the management of all billing of patients, Medicaid, Health Choice, BCBS, other insurance companies and outside agencies for all clinical services rendered. Time is devoted to maximizing reimbursement for the agency. Manage all collection of overdue accounts through letters and the state debt set-off program. Review financial reports for maximizing reimbursement for services provided to clients.
• Prepares all clinic productivity reports and financial reports for the Health Director, Finance Director, and the Nursing Director.
• Attend all training sessions provided by NC DHHS related to billing and maintaining the billing package.
• Other duties deemed as necessary.

Minimum Education And Experience:

Graduation from a four-year college or university with a major in accounting, business administration, or other curriculum that would provide a core curriculum in financial management coursework; OR a two-year degree in accounting from a business school or community college and two years of accounting or auditing experience; or graduation from high school and six years of experience as an accounting technician, three of which must have been at an advanced level. 

Necessary Special Qualifications:

General knowledge of accounting and auditing principles and practices.  Knowledge of and ability to explain and apply the provisions of the standardized accounting practices adopted by State Government.  Ability to assist in interpreting and analyzing accounting data and applying that analysis to the departmental or institutional needs and determine compliance with pertinent guidelines, rules, regulations, and laws, assist in established and maintaining effective working relationships with representatives of related contact agencies, departmental staff, and the general public, communicate effectively in oral and written from.  Ability to learn, interpret and explain policies, regulations, and programs.  Ability to independently respond to inquiries and coordinate a variety of resources in acquiring and disseminating information.  May require ability to train and manage a group of employees.  Knowledge of and previous experience in working in a medical field with CPT and ICD-9, ICD-10 coding is required.

Description of Work:

• Nurse Family Partnership (NFP) is an evidence-based, nurse home visiting program that improves the health, well-being and self-sufficiency of low-income, first-time parents and their children.
• Responsible for providing comprehensive community health nursing services to women and their families eligible for the NFP Program.
• Nurse Home Visitors (PHN II) enroll and coordinate services to a caseload of 25 first time, low-income, expectant mothers. Work requires specialized knowledge in the NFP mission, vision and visit guidelines.
• NFP Nurses are required to travel 75% of the time to make home visits.
• Considerable knowledge of and skill in the application of nursing theory, practices, principles and techniques in the application of providing comprehensive community health nursing services to women and their families.
• Considerable knowledge of available resources and organizations and the ability to coordinate these as needed.
• Ability to provide intensive preventive health and social services to women during their first pregnancy and to children birth to 2 years of age.
