Description of Work:

• This position administers the Accounting department of the District Health Department. Directly supervises Accounts payables, Accounts receivable for clinic, all departmental and programmatic audits, cost reporting, state programmatic budget process, departmental and programmatic budget preparation, payroll and benefit schedules and inventory.
• Maintain financial records of two-county health district and execute duties in accordance with the Local Government Fiscal Control Act.
• Prepare program and department budgets within the agency, including local budgets, State Division of Public Health Agreement Addendum budgets, and grant budgets.
• Adjusts computerized accounting system as appropriate to accurately track activity per budget.
• Work with external auditors in pulling information needed for the annual audit, responding to audit requests, drafting audit reports.
• Accesses WIRM for State program data entry on a monthly basis.
• Supervises Patient Account Representative Supervisor, who oversees the billing department.
• Ensures adherence to required audit, reporting, and documentation requirements from the institute of Government, conditions of participation, state and federal laws.
• Collaborates with CPA on changes in reporting requirements.
• Adjusts payroll process to track expense for time equivalencies as to budget for audit purpose. Reviews salaries and benefits for budget process.
• Perform other duties as identified to support the overall financial operations of the agency.

Minimum Education And Experience:

Graduation from a four-year college or university with a major in accounting, business administration, or other curriculum that would provide a core curriculum in financial management coursework; Or a two-year degree in accounting from a business school or community college and two years of accounting or auditing experience; or graduation from high school and six years of experience as an accounting technician, three of which must have been at an advanced level.

Knowledge, Skills and Abilities:

General knowledge of accounting and auditing principles and practices. Knowledge of and ability to explain, and apply the provisions of the standardized accounting practices adopted by State Government. Ability to assist in interpreting and analyzing accounting data and applying that analysis to the departmental or institutional needs and determine compliance with pertinent guidelines, rules, regulations, and laws; assist in established and maintaining effective working relationships with representatives of related contact agencies, departmental staff, and the general public; communicate effectively in oral and written form.

Description of Work:

• Nurse Family Partnership (NFP) is an evidence-based, nurse home visiting program that improves the health, well-being and self-sufficiency of low-income, first-time parents and their children.
• Responsible for providing comprehensive community health nursing services to women and their families eligible for the NFP Program.
• Nurse Home Visitors (PHN II) enroll and coordinate services to a caseload of 25 first time, low-income, expectant mothers. Work requires specialized knowledge in the NFP mission, vision and visit guidelines.
• NFP Nurses are required to travel 75% of the time to make home visits.
• Considerable knowledge of and skill in the application of nursing theory, practices, principles and techniques in the application of providing comprehensive community health nursing services to women and their families.
• Considerable knowledge of available resources and organizations and the ability to coordinate these as needed.
• Ability to provide intensive preventive health and social services to women during their first pregnancy and to children birth to 2 years of age.

Minimum Education And Experience:

BSN Graduate and one year of Public Health Nursing experience is required ; or BSN graduate with one year of child health experience or one year of maternity experience. A current unrestricted license to practice as a Registered Nurse in North Carolina by the N.C. Board of Nursing and a valid unrestricted NC driver’s license.

Description of Work:

• This position will supervise all clinical management staff and billing staff in Rutherford County and McDowell County.
• Supervise accounts receivable, all patient relations to include customer service, patient appointments, registration, and check-out.
• Oversee the process of processing private insurance, Medicaid, and Medicare claims and denials. Process refunds and adjustments to patient accounts as necessary.
• Approve time sheets, travel reports, time-off requests, and continuing education/training.
• Conducts annual and probationary employee evaluations.
• Serve as superuser for the electronic medical records (EMR) software, CureMD, and serves as the liaison with CureMD staff. Assures CPT codes are properly set up in CureMD, assists with guidelines for the usage of CPT codes, modifiers, and ICD codes, and research CPT codes for new services as needed.
• Manages all clinical receivables assuring all client charges are processed according to internal policies and procedures.
• Prepares past due accounts for North Carolina debt set-off against NC Department of Revenue via CRUSH by the 10th of each month. Prepares past due accounts for NC debt set-off against NC Department of Revenue tax refunds and lottery winnings.
• Process claims via NC Debt set-off software and submits reports to billing and finance for reconciliation to patient accounts and bank accounts.
• Must have supervising experience.
• Other duties deemed as necessary.

Minimum Education And Experience:

Graduation from high school and five years of clerical experience in credit or collection work including two years experience with patient accounts; or an equivalent combination of education and experience.

Necessary Special Qualifications:

Considerable knowledge of hospital credit and collection policies and procedures. Considerable knowledge of processing claims for third party sponsorships of patient accounts. Ability to organize, assign and review work of subordinates. Ability to establish and maintain effective working relationships with associates, subordinates, and the general public.

• Perform adequately to become a NC REHS
• Performs new site evaluations for both septic systems and private drinking water wells.
• Issue or deny permits based on compliance with N.C. Rules and Regulations.
• Perform final inspections of permitted systems during and after the construction process.
• Perform well grout inspections and final well head evaluations to determine compliance with N.C. Rules and Regulations.

Minimum Education And Experience:

Graduation from a four-year college or university with 30 semester hours of course work in the physical or biological sciences and two years of exposure in environmental health; or a four-year or Master’s degree in environmental health from a program which is accredited by the National Accreditation Council for Environmental Health Curricula of the National Environmental Health Association and one year of experience in environmental health.

Necessary Special Qualifications:

Registration as an environmental health specialist; or eligibility for registration as an environmental health specialist by the NC State Board of Environmental Health Specialist Examiners.
